The below is a complete transcript of Orangeburg County Chamber of Commerce President James McQuilla's testimony the House Ways and Means Committee -- Ways and Means Revenue Policy Subcommittee on April 22, 2025.
My name is James McQuilla. I am the president of the Orangeburg County Chamber ofCommerce, and I'm here today to say that the Orangeburg County Chamber of Commerce strongly supports the development of a casino in Santee.
We believe this project presents an unparalleled opportunity to revitalize the local economy, bring well-paying jobs to our residents, and position Santee as a premier destination for entertainment and tourism along Interstate 95.
Santee is uniquely situated for this kind of investment. Located directly on I-95, a major artery for tourism and commerce that stretches from Florida to Maine, Santee is already a key stop for travelers - however - our community has long needed an economic catalyst to truly unlock the region's potential.
A casino would serve as the catalyst, drawing in thousands of travelers annually who are already passing through but currently have limited reasons to stop and spend. With the addition of a casino those travelers would now have a reason to stay, play, dine, and rest here, dramatically increasing local spending. The ripple effect would be substantial.
An estimated 800 to 1,000 direct jobs would be created by the casino itself. Positions inhospitality, food service, security administration, maintenance, and gaming operations. Many of these would offer competitive wages and benefits, providing a desperately needed uplift in a region where economic stagnation has kept median income below state and national averages.
Additionally, the construction phase would bring temporary jobs in the hundreds, and the growth of supporting businesses like restaurants, entertainment venues, retail outlets, that would generate even more employment opportunities for local residents. Raising the median income in the area has far reaching social benefits.
With higher earnings families would be better equipped to meet basic needs, invest in education, and participate in the local economy. Higher incomes have proven to reduce poverty and by extension reduce crime. Economic stability is the foundation of stronger communities and the casino in Santee would provide a new path for that stability.
In addition to job creation and income growth, Santee would benefit from increased accommodations and hospitality tax revenue which is so important to entities like the Chamber as visitors spend hotel stays as visitors spend hotel stays, meals and entertainment the revenue can be reinvested in local infrastructure, parks, education, and public safety.
This is not speculation - it's a proven formula that has worked in other communities across the country and even within our own state. South Carolina already has a thriving tourism economy, but the economy is not evenly distributed. MyrtleBeach offers beaches and amusement attractions, Charleston boasts history and coastal charm, and the upstate has mountain adventures and urban growth. EvenColombia stands alone in the Midlands with major attractions like the StateMuseum and, of course, Riverbanks Zoo.
The development of a casino in Santee would create a much needed anchor attraction in the central eastern corridor of the state, giving South Carolina a true four corner tourism strategy. We understand that some may have concerns about introducing gaming to the area however the perceived drawbacks of such development are outweighed by the enormous potential for growth and revitalization.
With proper regulation, community oversight and thoughtful planning Santee can welcome a casino in a way that enhances quality of life rather than diminishes it. The communities across the US and even within our state have embraced entertainment economies with tremendous results. it's time for Orangeburg County to do the same.
In conclusion, a casino in Santee represents a transformative opportunity. One that will create jobs, reduce poverty, attract tourism, and revitalize our region. We urge the state and local leaders to support this effort, not just for Santee but for the future of South Carolina.
